Shelley Caspary - President
I was hired by IRS in 1991 in New Orleans, my home town, as a Revenue Agent. I moved to Houston with my family when my husband accepted a job with an oil field services company in July 1992.
I have worked all sorts of Revenue Agent cases, from general program examination cases, partnership and 1120 S’s, non filer program cases in 1993 & 1994, to working large corporate examinations when I moved into the LBE (Large Business Examination) group in 1995 until 2000, when we became part of LMSB and continued working in LMSB, mostly on large corporate examinations until 2002.
I have been a steward since 1994, when Beth Pariza asked me to volunteer. After this, I became interested in negotiations, and decided to run for Director of Negotiations with Chapter 222 in 1996. I held that position until 2002, when I ran for the office of President and have held that office to the present time 2008.
As the Director of Negotiations, I bargained our first joint Exam, Collection & Taxpayer Service (Compliance Support) voluntary participation agreement in 1999, ongoing bargaining to improve employee space and working conditions, our local Card Access agreement in 2001which entitles employees 24/7 access to their work space within their designated POD, a member of the local AWS/Flexiplace committee, and continue to be actively involved in all of the ongoing discussions/interpretations of our local agreements, AWS agreements for MITS, expanded credit hour and tours of duty for our walk-in (TAC) employees, ability to work up to 10 credit hours on holidays and non-work days, ability for part-time employees to work credit hours on a pro-rated basis. I was asked to participate in the term bargaining for the National Agreement of 2006, and could not do all of this without our Vice President of Negotiations who helps me make the selection of those team members, when needed.
I have also served as a representative for NTEU National on the LMSB Joint Transition Planning Team in 2000, when we reorganized the IRS into it’s many different business operating divisions; on the Joint Partnering Awards Committee (JPAC) team, SBSE Case Processing/Insolvency Redesign and RIF bargaining team, the LMSB Business Review Board since 2002, the IMS pilot rollout agreement and subsequent final LOU for IMS roll out in 2005, National LMRC team member in January 2007, the new LMSB/SBSE/TEGE P-4-5 agreement based on the new P-4-5 Policy signed by Mark Matthews, Deputy Commissioner of IRS, numerous other LMSB Letters of Understanding, a member of the LMSB Division National Partnering Council. I am currently preparing to bargain nationally, the LMSB Leveraging International Expertise initiative, and the rollout of wireless broadband cards to MITS, SBSE, and LMSB.
I have been married for 27 years and have a daughter, 26, and a son, 24 and this past November 20, 2007, my grandson Michael, along with 3 dogs, all adopted.

I am a Senior Revenue Agent in the LMSB since 2001. I'm currently serving in the role of Chief Steward and Treasurer for the National Treasury Employees Union Chapter 222. I have held other positions within NTEU 222. I have been a steward for over twenty (20) years. My educational background includes a B.S. in Accounting and a Masterʼs degree in Accounting.
